The decision was taken by the government led by Chief Minister Chandrababu Naidu . This is one of the rainbow schemes announced on the occasion of Divyangjan Day. After getting approval in the cabinet meeting, the official orders were issued on February 28.

This facility is applicable to those with 40 percent or more disability . Both men and women can use it. Official figures say that there are about 11 lakh disabled people in the state. However, currently only 2 lakh people are using the passes.
